The Illinois Video Gaming Act, passed on July 13, 2009, set the foundation for regulated video gaming terminals (VGTs), more commonly known as slot machines, across the state. Since then, the industry has expanded significantly, and the regulations have evolved to meet market demand. Licensed venues can now host up to six slot machines per establishment, while specially approved large truck stops may operate up to ten machines.

Check If Your Municipality Allows Gaming
Not all municipalities in Illinois permit slot machines under the Video Gaming Act. To find out, the Illinois Gaming Board (IGB) website is the most reliable source. If your area does not allow video gaming, don’t worry—there may still be other opportunities available. Determine If Your Business Qualifies
The IGB issues licenses for four types of establishments: retail, fraternal, veterans, and truck stops. Many “non-traditional” retail businesses may also qualify. With the exception of truck stops, all video gaming establishments are required to hold an on-premises liquor license and must serve alcohol.
Partnering with a Licensed Terminal Operator
A Terminal Operator (TO) is a licensed company that owns, installs, services, and maintains slot machines in Illinois. All operators must follow the state’s revenue-sharing model:
32.5% – Establishment
32.5% – Terminal Operator
29% – State of Illinois
5% – Local Municipality
<1% – Light & Wonder (for managing the statewide Central Communications System)
